Each year in California, every county establishes a Civil Grand Jury compromised of ordinary citizens to investigate the operations of various officers, departments and agencies of local government (courts.ca.gov).
This 15-page manual is a resource from the District Attorney to potential jurors. It informs the jury of their role, history, and addresses common questions and concerns.
